A letter/fax from your Azerbaijani partners should be provided. However, the consulate will consider issuing visas without an invitation.
An invitation from an Azerbaijani travel agent should be provided. Alternatively, a confirmation direct from a hotel is acceptable, but will mean a week's wait for the visa.
